Tenacity, hard work, and success have characterized Steve Campen’s 36 years of experience as a lawyer and litigator. While at Pepperdine School of Law in Malibu, California, Mr. Campen was a member of the Law Review Staff and National Moot Court Team, graduating in the top 10% of his class in 1980.
Since establishing his own firm in 1981, Mr. Campen has primarily practiced in the areas of personal injury, medical malpractice, criminal defense, and business litigation. Professionally, he is most proud of having successfully stood up for the “little guy” against some of the most powerful insurance companies and corporations in existence. He is believed to have obtained the largest jury verdict in an auto accident case in Washington County history and the third largest jury verdict in a medical malpractice case in Frederick County history.
Throughout his career, Mr. Campen has been an active member of the Frederick and Montgomery County Bar Associations and for the past 8 years has served as the President of the Frederick County Plaintiff’s Bar Association. Admitted to practice before all State and Federal Courts in Maryland and D.C., Mr. Campen has also had the privilege of representing a number of clients nationwide.
Satisfaction in his professional life cannot overmatch the fulfillment Mr. Campen has received from his family and personal life. Married to his high school sweetheart, Emily, for 41 years, Mr. Campen is the proud father of 4 wonderful children and has one grandson. He is also an avid Washington Redskins fan and an active participant in the Southern Frederick County Rotary Club where he has served for the last 5 years as Sergeant at Arms.

Ms. Manganaro attended law school in the evenings while working full time, and passed the bar exam on her first attempt. Her primary areas of practice are personal injury, medical malpractice, criminal defense, wills and estates, business, and trademark law.
Samantha had a solo practice in Baltimore for a year before partnering with her father Steve Campen. The father-daughter team formed Campen & Manganaro in April of 2014, after working together on a case and procuring a $1.4 million verdict for their clients.
Ms. Manganaro is privileged to be partnered with one of Maryland’s hardest working lawyers, and is learning new strategies every day. However, most importantly, this firm is one that understands strategy and playing hardball must be combined with an ethical and empathetic approach. It is this balance that Ms. Manganaro strives to achieve and provide to her clients every day. Her clients understand she will go out of her way to work hard and think outside of the box to get them results. See Ms. Manganaro’s AVVO reviews here.
